Myland
Parish Halls are owned by the Church of England Parish of Myland, and
management is therefore vested in the Parochial Church Council (PCC),
which meets each month. Elections to the PCC take place at the Annual
Parochial Church Meeting, held in April each year.
The
PCC have appointed a sub-committee, the Buildings Working Party, to
oversee all affairs of the Halls as well as the Church building on their
behalf, but have expressed a wish that the Halls are managed as a
Community resource, with Users having a real involvement and voice in
decisions relating to ongoing management and development of the Halls.
Ongoing management is
therefore in the hands of the Myland Parish Halls Management Team, comprised of representatives from
each of the Organisations which use the Halls on a regular basis. The Team
meets several times a year, and their Terms of Reference include the
following:
There
will be a Chairman, Treasurer, Bookings Secretary and Minute Secretary
There
will be a maximum of one representative from each User Organisation
The
Team is required to:
- Set, maintain and
operate a Health and Safety Policy, and undertake Risk Assessments at
least annually
- Manage the letting
of the Halls, within the overall policies (e.g. Equal Opportunities,
Child Protection) and targets laid down by the PCC
- Manage the
day-to-day finances of the Halls, on behalf of the Treasurer of the
PCC
- Oversee the
financial management of the Halls, within targets set by the PCC
- Maintain
the Halls in an acceptable state of repair
Targets given to the Team
for management of the Halls are currently as follows:
- The Halls should be
maintained in acceptable structural and decorative order
- A programme of
planned maintenance should be drawn up, provided for financially from
hiring income, and overseen by the Team.
- Hall income and
revenue expenditure should break even in each calendar year.
- Rents are to be
collected regularly, with no arrears outstanding more than one
invoicing period.
- The Team should
ascertain the Users’ level of satisfaction with the Halls each
calendar year, and show an improvement in successive years.
- The
Halls should meet or exceed any occupancy targets set by the PCC.
The PCC will also,
through the Team, consult users on matters of development, including the
needs of Users and the wider community, major repairs and improvements.
The
Halls receive no external funding from the Church of England or any other
outside agency, although as a Charity the Church are able to apply for
grants from any funding body. Finances of the Halls currently break even,
despite the low rents charged to organisations based within the community.
In addition, User Groups have contributed significantly towards costs of
future development, by direct donation, fundraising events and the
generous time of willing volunteers.
